Yes. In Flanders, full indexation without correction factors is tied to favourable EPC labels A+, A, B or C.

Can you arrange other inspections

What if the owner doesn't know whether an EPC exists

You can check with VEKA (the Flemish Energy and Climate Agency) by providing proof of ownership; VEKA will issue an unsigned copy and confirm which expert drew up the original certificate.

Does the government check EPC certificates

Yes. VEKA carries out random checks on both the presence and the accuracy of EPC certificates.

What happens if no EPC is available

Report it to VEKA. An EPC has been mandatory for new rental contracts since 2009 and for property sales since 1 September 2008.

Do student rooms need an EPC

A student room needs its own EPC only if it has an independent kitchenette, shower or bath, toilet and a lockable entrance; rooms without that independence fall under the building's collective EPC.

Why does actual energy use differ from the EPC estimate

The EPC uses standardised consumption and climate data so certificates can be compared fairly - it isn't a prediction of any one household's actual bill.

How to prepare for the mandatory site visit.

Every EPC requires a type A energy expert to come to the property in person. The assessment may only be based on written evidence and on what is visually verifiable — information from statements cannot be used. Anything you cannot prove is calculated as absent, and that costs points on your label.

Which documents should you have ready?

  • Invoices for insulation work, new glazing, a boiler or solar panels, stating brand, type and thickness.
  • Photos of insulation that is now hidden, taken while the work was being carried out.
  • Signed specifications, or specifications together with the contracting agreement.
  • Plans signed by the architect for the planning or environmental permit.
  • Technical data sheets, accompanied by the matching invoice.

Two points to watch: every document should state the address of the property, so the link with your home is beyond dispute. And a quotation on its own is not enough — an invoice or an on-site observation has to show that the work was actually carried out.

The expert does not carry out destructive research: he will not drill into your walls or ceilings. If you suspect insulation that is no longer visible and have no paperwork for it, you may make a small inspection opening yourself before the visit. In VEKA's own example, a small hole in the ceiling proved 15 cm of mineral wool — label C instead of label F.

Where to find the year of construction

When nothing can be proven, the software falls back on assumptions based on the building practice of that period. The year of construction is therefore an important parameter for your score. EPC Lochristi helps verify public and notarial sources; you mainly prepare proof that only you already have.
